Ringgit extends gains, opens at 4.1150 vs US Dollar

KUALA LUMPUR: The ringgit extended last week’s gains, opening stronger against the US dollar on Monday, supported by ongoing positive sentiment towards the local currency, an analyst said.

At 8.04 am, the ringgit was trading at 4.1150/1280, up from Friday’s close of 4.1230/1280.

Bank Muamalat Malaysia Bhd chief economist, Dr Mohd Afzanizam Abdul Rashid, said the ringgit is expected to remain positive, though some traders may take the opportunity to lock in profits following its recent broad-based appreciation.

On the global front, he noted mixed economic signals from the United States. The headline personal consumption expenditures (PCE) price index moderated to 2.2 per cent in August, while the core PCE held steady at 2.7 per cent.

Despite this, the US Federal Reserve is expected to maintain its monetary easing strategy in November and December.

“With that in mind, this week’s focus will be on US data, including the ISM Index for manufacturing and services, along with several key labour markets indicators such as the job openings and labour turnover survey (JOLTS), ADP employment change and nonfarm payroll (NFP),“ he told bernama.

Mohd Afzanizam highlighted that the immediate support level for the ringgit is at RM4.0728, with the currency potentially moving in that direction.

The ringgit traded mostly firmer against a basket of major currencies.

It weakened slightly against the Japanese yen, closing at 2.8833/8926 compared to 2.8804/8841 on Friday.

However, it strengthened against the euro, ending at 4.5960/6106 from 4.6009/6064, and advanced against the British pound to 5.5063/5237 from 5.5178/5245 last week.

The local currency also improved against ASEAN currencies.

It ticked up against the Singapore dollar to 3.2136/2240 from 3.2146/2187 at Friday’s close and inched up against the Philippine peso to 7.34/7.37 from 7.35/7.37.

The ringgit improved against the Indonesian rupiah to 272.0/273.0 from 272.5/273.0 last week and rose to 12.7045/7553 from 12.7202/7407 against the Thai baht previously.

Powerwell secures RM13.25m Indonesia DC projects

KUALA LUMPUR: Powerwell Holdings Bhd (PHB) has bagged new contract worth RM13.25 million for the supply of low voltage switchboards for data centre projects in Indonesia.

The contact was awarded by PT Duta Listrik Graha Prima, marks a significant milestone in PHB’s ongoing expansion in the Southeast Asian data centre market.

PHB executive director for sales & marketing Soh Wei Wei said the company continues its expansion into the Indonesian market with this significant contract win.

“The Indonesian government is investing heavily in digital infrastructure, including the development of four national Tier 4 data centres aimed at supporting the country’s digital economy and services.

“PHB is well-positioned to support this growth with our reliable and innovative electrical solutions. This contract reinforces our capability to deliver in high-growth markets outside Malaysia and demonstrates our commitment to becoming a key player in the Southeast Asian data centre landscape.

“We will continue to lobby for more opportunities in this thriving market as we look to strengthen our presence and contribute to the region’s digital transformation,” Soh said.

This recent contract follows PHB’s earlier success in August, when the company secured an RM1.1 million contract for similar data centre projects in Indonesia.

PHB’s continued trust and partnership with key players in the Indonesian market shows its capability and commitment to delivering high-quality electrical solutions beyond Malaysia.

Indonesia’s data centre sector is experiencing remarkable growth, driven by increasing digitalisation and demand for cloud services.

According to the Indonesia Investment Authority, the country had a total data centre storage capacity of 514MW at the end of 2023.

A report by DC Byte shows this capacity has a potential increment to 1.41 GW by 2029.

Indonesia’s digital economic transformation mainly drove this shift towards cloud computing, Internet of Things (IoT) technology and wider usage of artificial intelligence.

PHB’s presence in the Indonesian data centre market is not new.

The company has been actively involved in the region since 2017.

Bursa-listed stocks poised for secular bull run: Expert

KUALA LUMPUR: Stocks listed on Bursa Malaysia are poised for a “secular bull run” this year as market experts are already seeing signs through patterns of solid momentum growth outlook.

Berjaya Mutual Bhd chief investment officer Datuk Dr Nazri Khan said technical analysts and market players are observing the strong foundations being built, with foreign funds beginning to flow in.

He said the sectors leading this charge are the aggressive stocks, particularly construction, property, real estate investment trusts, and ariticial intelligence-related technology, which is a positive indicator of a genuine bull market.

“We are finally witnessing the beginning of a secular bull market in Bursa Malaysia. This shift is significant because we have been stuck in a sideway market for over a decade. If I’m not mistaken, this stagnation dates back to when the market was around the 1,900 level,” he told SunBiz.

A secular bull refers to a long-term upward trend in the market.

Nazri pointed out that Bursa Malaysia-listed stocks offer a relatively high dividend yield compared to their counterparts in many other markets. In addition, the strong participation of government-linked entities in the domestic market provides an assurance to investors, making Malaysia a relatively safe option, especially during periods of market correction.

Over the last 15 years, he said, Malaysia’s price-to-earnings (PE) ratio has been one of the lowest, indicating that the market has been undervalued for some time, which enhances its attractiveness to investors.

“When the global market experiences a correction or pullback, defensive markets like Malaysia typically start to rise. This is mainly due to the abundance of dividend-yield stocks in the Malaysian stock market. In fact, Bursa Malaysia has been gaining ground over the past two months, coinciding with the pullback seen in the US and global markets. Bursa Malaysia is currently leading in this regard.”

Nazri said credit must be given to Prime Minister Datuk Seri Anwar Ibrahim, who has gained recognition internationally, especially in the Middle East. He added that Anwar’s efforts in promoting the Malaysian stock market have attracted foreign investment, particularly from Middle Eastern funds, which is a positive achievement for the country.

“Another factor worth noting is the ringgit, which has been undervalued for a long time. With interest rate differentials coming into play, where the US Federal Reserve cut interest rates by half a percentage point recently while Bank Negara Malaysia held steady, Malaysia stands to benefit. The low interest rate differential will likely attract capital inflows into the country,” he said.

Commenting on which sectors might benefit, Nazri said those tied to interest rates, such as growth stocks, are expected to lead. If interest rates continue to decline globally, sectors sensitive to these changes – such as banking, technology, and consumer luxury – will likely benefit.

Nazri said lower interest rates will reduce the cost of financing, which will be advantageous for these aggressive growth stocks.

However, smaller-cap stocks have yet to see much movement in Malaysia or the US, although they typically benefit more from interest rate cuts.

“In contrast, commodities like crude palm oil and oil have shown unexpected declines, suggesting that these sectors may remain soft for now. Overall, my focus remains on the technology, consumer luxury, and finance sectors, as these will likely show positive growth soon,” Nazri said.

Malaysia’s August inflation eases to 1.9% -- DoSM

KUALA LUMPUR: Malaysia’s inflation rate for August 2024 has eased to 1.9%, with the Consumer Price Index (CPI) reaching 133.2, compared to 130.7 in the same month of the previous year, according to the Department of Statistics Malaysia (DoSM).

In its CPI report for August 2024, DoSM attributed the inflation to increases in several key categories: restaurant and accommodation services (3.2%), personal care, social protection, and miscellaneous goods and services (3.2%), housing, water, electricity, gas and other fuels (3.1%), and recreation, sports and culture (2.0%).

Conversely, clothing and footwear recorded a decline of 0.2% in August 2024.

DoSM reported that the food and beverages group, which contributes 29.8% of the total CPI weight, increased by 1.6% in August 2024, the same rate as in July 2024.

Within this group, the main subgroup of food at home rose by 0.3%, primarily due to higher expenditure on vegetables, which saw an increase of 2.2% (July 2024: 2.9%).

In contrast, inflation for the meat expenditure class declined to negative 0.7% in August 2024 (July 2024: -1.1%), with chicken, accounting for 32.6% of this category, registering a decrease of 2.2% (July 2024: -2.7%).

Chief statistician Datuk Seri Dr Mohd Uzir Mahidin said most states recorded inflation rates below the national average of 1.9%, except for Pulau Pinang (3.3%), Pahang (2.8%), Sarawak (2.5%) and Selangor (2.3%).

“All states registered an increase in the inflation of food and beverages, with the highest rate recorded in Selangor at 2.8%, followed by Pulau Pinang (2.7%), Sarawak (2.0%), Pahang (1.9%), Wilayah Persekutuan Putrajaya (1.8%), and Terengganu (1.6%),” he said.

DoSM also highlighted that Malaysia’s inflation was lower than that of Vietnam (3.5%), the Philippines (3.3%), Indonesia (2.1%), and the Republic of Korea (2.0%).

However, it was higher than in China (0.6%) and Thailand (0.4%).

Tax Matters – How do you claim your foreign tax credits?

MALAYSIAN taxpayers may have numerous sources of foreign income which have been subjected to tax in the countries concerned. The types of income could be business, rental, pension, employment, dividend, interest, etc.

The question in the mind of taxpayers is whether they can claim the tax paid overseas on the foreign income against their Malaysian tax liability. You can only claim the suffered overseas against the Malaysian tax liability if the foreign income is brought to tax in Malaysia.

The types of taxes suffered overseas will include corporate taxes, personal taxes, withholding taxes, branch remittance taxes, dividend withholding taxes, capital gains taxes, etc. They will not include any contributions to public insurance deductions such as the national health deductions in the United Kingdom. Any contributions to the Employer’s Provident Fund or pension funds will not be regarded as taxes for this purpose.

What is the situation now?

Currently, resident individuals receiving foreign income in Malaysia are exempted from income tax until Dec 31, 2026. The only exception is dividends. However, dividends received by individuals can also be exempted provided the foreign company paying the dividends has been subjected to income tax in the foreign country, and the headline tax of that country is not less than 15%.

Resident companies receiving all types of foreign income in Malaysia will be subject to tax in Malaysia. However, foreign dividend income can enjoy the exemption provided the foreign company paying the dividends has been subjected to income tax in the foreign country, and the headline tax of that country is not less than 15%, or the Malaysian company receiving the dividends meets the substance requirements (staff and operating expenditure conditions).

If you do not meet these conditions, then the foreign income will be taxed in Malaysia. Please bear in mind that Malaysian companies providing services from Malaysia or in the foreign country using the Malaysian resources will be subject to Malaysian tax on the grounds that the source of that income is in Malaysia provided the companies do not have a business presence in the form of a registered branch, project office, or a permanent establishment.

Calculating the tax credits

Malaysia allows taxpayers to claim a tax credit against the Malaysian tax payable. The tax credit you can claim will be limited to the Malaysian tax imposed on the foreign income. However, if the foreign taxes paid exceeds the Malaysian taxes imposed, the credit will be limited to the Malaysian tax payable on the foreign income only.

There are two types of tax credits. Where Malaysia has a tax treaty with the foreign country, you will be given the tax credit as stated above. However, if Malaysia does not have a tax treaty or a full tax treaty with the foreign country (e.g. USA) only 50% of the foreign taxes suffered will be allowed as a tax credit against the Malaysian tax payable on the foreign income.

When you are dealing with foreign dividend income that will be taxed in Malaysia, you must look at the tax treaty to determine whether underlying taxes can be included for your tax credit claims. The concept of underlying tax is to also take into account the share of the corporate taxes paid by the foreign company relating to the dividends paid. In calculating your tax credits, there are tax treaties that will allow you to claim the withholding tax and the underlying tax. An example would be the tax treaty between Malaysia and Singapore.

RSPO and MSPO working on formalising dual certification

GENTING HIGHLANDS: The Roundtable on Sustainable Palm Oil (RSPO) and the Malaysian Sustainable Palm Oil (MSPO) are working on formalising dual certification for the standardisation of sustainable palm oil by November.

RSPO market transformation deputy director, Malaysia and Singapore, Islah Ishak said RSPO CEO Joseph D’Cruz met with MSPO CEO Mohd Shahari Idris earlier this month to discuss the possibility of collaboration via a memorandum of understanding, starting with the mechanics for the dual certification process.

“We are ready to collaborate. The goal is to complete everything before November. Since it’s September, I have about two months left to make it happen. So, it will be ready within the next two months,” Islah told SunBiz at the Genting SustainBiz F&B Expo held recently.

Touching on the certification of local palm oil players, Islah said that only 20% of the market players are certified currently, and RSPO’s vision is to get the rest certified.

“We need to reach the remaining 80% that has yet to be certified. Our vision is clear. We can only achieve this through collaboration, not alone.

“Over the past 20 years, the focus has been on normalising and making sustainable palm oil the standard. However, it is challenging without collaboration, particularly with government and related agencies,” Islah said.

She mentioned that FGV Holdings Bhd, which was previously RSPO certified, has now decided to forgo the certification since it primarily sells to China and India, where RSPO certification is not required.

“If we were to collaborate with the Chinese and Indian governments to encourage them to prioritise certified palm oil over conventional palm oil, it could drive more support for sustainability. Ultimately, it has to start with collaboration,“ Islah said.

When asked about certification for domestic smallholders, Islah said RSPO certification is voluntary, unlike MSPO, which is mandatory.

Companies are required to obtain MSPO certification to receive a business licence from the Malaysian Palm Oil Board (MPOB).

“Once they have MSPO certification, obtaining RSPO certification becomes optional for them. Often, the main issue for us is funding. Even if we have our own resources to help with certification, it might not always be sufficient. As part of the market transformation team, I work on finding additional funders to support the certification process,” Islah said.

Part of RSPO’s certification process is to assist smallholders and plantation owners in ensuring the accuracy of all their documentation.

“The European Union (EU) requires traceability to verify that palm oil sources do not contribute to deforestation, whether this is accurate or not. We ensure that we have demonstrated this traceability on our end,” Islah said when asked about the EU market on certification and recognition.

Moving on, Islah said with the rise of the circular economy, where zero waste is the goal, RSPO is now looking not only at palm oil itself but also at its byproducts.

“Personally, I see potential in sustainable aviation fuel (SAF). Given that the aviation industry is increasingly required to commit to biofuels and decarbonise, blending green fuel with jet fuel is one way to achieve that,” she said.

“We are now working to include standards that ensure even waste products are certified as sustainable. For example, SAF must meet proper sustainability certification. In the aviation industry, sustainability often means using green fuel; anything non-fossil-based is considered sustainable.

“However, our definition is stricter – it includes no deforestation. So, while their focus is simply on non-fossil fuels, we emphasise that, beyond palm oil, sustainability must ensure no deforestation,” Islah said.

In September last year, Sarawak Deputy State Secretary Datuk Dr Muhammad Abdullah Zaidel said the state would begin commercial production of SAF from microalgae this year. Sarawak aims to produce 100,000 barrels of SAF per day by 2030.

SAF, which has the potential to reduce carbon emissions by around 80%, has powered about 450,000 flights by mid-June 2022.

Low-cost carrier AirAsia is reportedly exploring the possibility of incorporating SAF into its fuel mix before 2025. Meanwhile, national oil company Petroliam Nasional Bhd is investing in SAF technology from crude algae oil that is being developed in Sarawak.

Bintang Capital Partners’ portfolio company Involve Asia gets B Corporation certification

PETALING JAYA: Involve Asia has become a certified B Corporation (B Corp), making it Bintang Capital Partners Bhd’s first portfolio company to earn the recognition.

The achievement also makes Involve Asia the first affiliate marketing platform in Asia to attain B Corp Certification which is administered by global non-profit organisation B Lab, and recognises businesses that meet the highest standards of verified performance, accountability, and transparency in factors ranging from employee benefits and charitable giving to supply chain practices and using responsible input materials.

Weixin Pay integrated into PayNet’s DuitNow QR network

KUALA LUMPUR: Payments Network Malaysia (PayNet) has partnered for Malaysia’s national QR standard, DuitNow QR, with Weixin Pay, China’s widely-used QR payment service (commonly known in Malaysia as WeChat Pay).

This partnership enables Weixin Pay users to make payments directly via DuitNow QR at over two million Malaysian merchants, without the need for currency change or separate top-ups.

This partnership marks the first time in Southeast Asia for Weixin Pay to be directly connected to a unified national QR scheme.

As of last Friday, the payment linkage between PayNet and Weixin Pay is officially live.

Malaysia and China recently implemented visa-free travel policies for their citizens, further facilitating Chinese travellers, business engagements and family connections between the two countries.

Malaysia aims to attract over five million tourists from China this year, contributing to the 27.3 million tourist target for 2024 set by the Ministry of Tourism, Arts and Culture.

“It is essential that we offer Chinese travellers the convenience and security to manage their spending abroad. By integrating Weixin Pay into our DuitNow QR network, we are connecting over two million merchants to a vast customer base,” PayNet Group CEO Farhan Ahmad said.

“Moreover, the growing trend for hyper-localised travel and the exploration of rural areas, where MSMEs are key service providers, means this partnership will also significantly benefit smaller businesses and local economies.

“The future of QR payments across Asia looks bright as partnerships like these drive financial inclusion.”

Meanwhile, Weixin Pay Southeast Asia and North America managing director Ben Yang remarked that the partnership with PayNet represents a landmark achievement as Weixin Pay is committed to providing users with seamless access to DuitNow QR payments across Malaysia.

“This collaboration not only enhances payment convenience but also significantly boosts the visibility of local Malaysian brands among Chinese consumers, driving increased traffic to merchants. With the introduction of visa-free travel for Chinese travellers, we anticipate a substantial rise in the demand for Weixin Pay, further strengthening our presence in the Malaysian market.”

This collaboration complements the recent agreement between Malaysia and China to deepen cooperation in areas such as trade, the digital economy, the development of SMEs and other key areas. Furthermore, linking Weixin Pay to Malaysia’s payment network helps position Malaysia as a preferred tourist destination.

On the same matter, Hong Leong Bank (HLB) has now enabled its HLB DuitNow QR merchants to accept Weixin Pay.

HLB personal financial services managing dierctor Andrew Yong said: “Enabling Weixin Pay acceptance through our HLB DuitNow QR not only directly supports the revitalisation of our tourism sector, but also reinforces Malaysia’s appeal as a top investment, business, and travel choice for China.

“We remain dedicated to delivering innovative solutions that cater to the
ever-changing needs of our customers, ultimately driving growth for the Malaysian economy.”

In 2018, Hong Leong Bank was the first bank outside of China to provide a mobile application enabling merchants to accept Weixin Pay, streamlining transactions for Chinese travellers.

Likely delay in passenger traffic recovery due to setbacks faced by airlines in Malaysia

PETALING JAYA: Passenger traffic in Malaysia’s aviation industry may face delays in recovery due to recent setbacks experienced by airlines.

MIDF Research noted that the delay in recovery is attributed to “aircraft delivery delays and shortages of parts and labour.”

The New Straits Times reported that the Malaysia Aviation Group (MAG), which operates Malaysia Airlines and Firefly, announced in August that it would cut capacity to manage “supply constraints”, as quoted, caused by delays in aircraft deliveries and a shortage in spare parts, among other issues.

MAG stated that the first half of this year (1H24) saw total seat capacity at 85%, with the “average load factor”, as quoted, increasing to 79%.

In contrast, passenger traffic in July reached 92%, with the international sector “outperforming”, as quoted, the domestic sector since November 2023.

The return and introduction of foreign airlines have supported the recovery of passenger traffic, bringing the total number of airlines operating in Malaysia to 71, with five more expected in the second half of this year.

MIDF noted that Capital A Bhd aims to reactivate 15 more aircraft and expects eight new deliveries, which will increase the company’s operational fleet from 82% in the second quarter of this year (Q2 2024).

In the recent quarter, the firm’s airlines, including AirAsia (excluding Cambodia), recovered 79% of their seat capacity, estimating a 90% average load factor.

“The group has projected that passenger traffic will recover to 89% in Q3 2024, supported by an 82% seat capacity recovery. Moreover, the high-yield environment presents additional upside, with the average fare rising to RM239 in 1HFY24 - up 34% above pre-Covid levels - as demand continues to surpass capacity recovery,“ the research said.

Capital A also projected that the US dollar-ringgit exchange rate assumption changed by five percent will affect financial earnings in 2024 by 10%.

“Its fleet was not significantly reduced during the pandemic, allowing it to focus on expansion and creating an opportunity to capitalize on the capacity gaps left by its competitors,” the note added.
