KWAP invests RM219m in offshore support vessels operator Cyan Renewables

PETALING JAYA: Retirement Fund (Incorporated) – KWAP – has completed its investment of RM219 million for a minority stake in Cyan Renewables, Asia’s largest offshore support vessels owner and operator.

KWAP is a co-investor in the deal, led by Seraya Partners, a mid-market Asia-focused infrastructure investor.

Chief investment officer Hazman Hilmi Sallahuddin said the investment into Cyan Renewables is the epitome of KWAP’s commitment to realising its pledge towards achieving RM20 billion investment in transition assets by 2030, bolstering the Ekonomi Madani and sustainability goals.

“Cyan Renewables also supports the transition of legacy to clean energy by providing essential, high-value services and also develops skilled professionals locally.

“This initiative is also part of KWAP’s commitment under the GEAR-uP programme, led by the Ministry of Finance in synergising efforts across government-linked investment companies to catalyse growth in key economic sectors, including infrastructure, transport, and renewable energy, among others,“ he said.

KWAP said the strategic investment aligns with its commitment to the Ekonomi Madani framework, supporting its core values of sustainability, prosperity, and innovation.

Seraya Partners managing partner and chief investment officer James Chern said Cyan Renewables is a key energy transition platform for Seraya Partners and has grown to become the largest offshore wind and environmental protection vessel operator globally.

“We are excited about this opportunity to partner with KWAP and support its strategic objectives for uplifting the

Malaysian economy,“ he said.

KWAP recognises Cyan Renewables’ position as the leading vessel operator in Asia based on fleet size and cumulative wind energy experience, about 1,000 wind days. It operates a fleet of 32 offshore support vessels, providing maritime offerings from early-stage development to late-stage operations and maintenance, servicing various blue-chip customers across legacy energy and offshore wind sectors, with a large focus on the latter in the coming years.

Cyan Renewables is already generating significant revenues from Malaysia and is committed to further boosting the country’s offshore support vessel industry, with plans to invest up to RM1 billion together with KWAP in various endeavours, such as establishing its Southeast Asia headquarters in Malaysia and developing fleet management and chartering teams based in Kuala Lumpur and Miri, Sarawak.

In addition, Cyan Renewables plans to hire seafaring professionals locally and, through collaborations with Malaysian organisations, will sponsor cadets over the next 10 years, offering training and employment opportunities post-graduation.

On top of that, Cyan Renewables will explore expanding operations by utilising local shipyards for vessel repairs and new builds, indirectly supporting the growth of Malaysia’s vessel industry.

KWAP anticipates furthering its investments in the energy transition space in support of resilient, green economies for future generations, which aligns with Cyan’s commitment to catalyse the transition towards ‘green’ by servicing more environmental, social and governance-driven sectors within the maritime space.

“A multilingual society facilitates strong communication to sell to customers or procure from the supply chain. Malaysia’s production cost is still relatively low compared to that of some neighbouring countries.

“However, the government’s friendly investment policy to foreign direct investment (FDI) would enhance the entire country’s competitiveness to a higher level,” Chang said.

Hafele Malaysia opened its showroom at Plaza@Kelana Jaya on Thursday, welcoming designers and industry experts to explore the latest home innovations.

This showroom introduces a wide array of smart living solutions, premium home appliances, and space-enhancing designs, setting a new standard for modern, efficient living in Malaysia.

“From its roots in Germany to its global reach, the brand has become synonymous with its high-quality solutions for modern living. Hafele Malaysia has honed its expertise in supplying over 25,000 specialist products ranging from hinges, handles, and door furniture to storage solutions, sliding door systems, home appliances, and lighting.

“We continue to set new standards for premium home solutions, combining style, func-tionality, and durability,” Chang said at the opening ceremony.

Change said lots of new Hafele Malaysia products are being launched and continue to be launched, emphasising solutions and finished products to ease end-user selection rather than fittings or components that need recon-figuring into a complete system to meet end-user requirements.

“We also market our product with an installation facility to enable the end-user to purchase with peace of mind. For example, a digital door lock comes with supply and installation as a standard package.

Besides solutions fulfillment, Hafele Malaysia is enhancing its offerings, especially in the kitchen, by incorporating complementary products such as home appliances, space-saving storage, and lighting systems in cabinets. These are among the growth strategies that Hafele Malaysia is pursuing,” said Chang.

He said collaboration with business partners has been one of the most important success factors in Hafele Malaysia’s past and future business.

Tax Matters – Steering Malaysia’s economy in the correct direction

BUDGET 2025 is a refreshing budget that appears to have hit the nail on the head. Despite the fact that our prime minister did not introduce any significant new taxes for 2025, the budget deficit is expected to come down from 4.3% of gross domestic product in 2024 to 3.8% in 2025.

This has been achieved through subsidy reduction in diesel of RM4 billion, electricity savings of a further RM4 billion, floating egg prices saving RM1.2 billion, coupled with an increased in tax collections by the Inland Revenue Board (IRB) the Royal Malaysian Customs Department and other agencies.

You have to take your hat off to the government for the surge in foreign direct investments (FDI) which have reached an approved inflow of RM329.5 billion. This is expected to continue in light of the US-China standoff where multinational corporations are relocating their supply chains to places such as Malaysia.

The other economic indicators such as unemployment at 3.2%, inflation at 2%, strengthening of the ringgit and increased revenues from government agencies highlighted above has provided the government room to expand the Budget to RM421 billion. This has helped the authorities deal with the inequality between the rich and the poor by increasing the cash handouts from RM10 billion in 2024 to RM13 billion in 2025 which will benefit 9 billion recipients.

Significant tax changes

A new personal tax relief has been introduced for first time homebuyers to obtain a deduction on housing loan interest incurred up to RM7,000 for a home valued up to RM500,000, or RM5,000 for a home valued between RM500,000 and RM750,000. This can be claimed for three consecutive years, provided the sale and purchase is completed between Jan 1, 2025 and Dec 31, 2027.

Relief on education and medical insurance has been increased from RM3,000 to RM4,000, medical relief which is now available up to RM10,000 has been extended to expenditure incurred for disease detection examination, purchase of disease detection kits and health screening equipment. The relief limit on treatment and rehabilitation programmes for children with learning disabilities such as autism has been increased from RM4,000 to RM6,000.

Relief for purchase of private retirement schemes and deferred annuities up to RM3,000 has been extended up to 2030. Relief for medical care for parents is now expanded to include grandparents. Relief for sports equipment has been extended to include parents. Tax relief for investment in National Education Savings Scheme (Simpan SSPN) has been extended for three years. The childcare allowance of RM3,000 has been extended to cover the care of parents and grandparents.

Individuals receiving dividends of more than RM100,000 from companies will now be subject to a 2% tax from 2025. This will not be applicable to profit distributions from Employees Provident Fund, Lembaga Tabung Angkatan Tentera, Amanah Saham Nasional Bhd or unit trusts. Since the category of recipients will be high net worth individuals, inevitably tax planning will kick in to avoid this tax.

Another important development will be the extension of the tax exemption on foreign sourced income received in Malaysia from 2026 to 2036.

The principal change in sales tax is the intention to levy sales tax on non-essential imported premium goods including high end food products which is expected to be implemented in May 2025. The scope of service tax will also be expanded to include commercial transactions such as fee based financial transactions. To discourage the consumption of sugar, excise duty on sugar has been increased from 50 sen a litre to 90 sen a litre.

The government intends to have a fresh look at the incentive framework where the focus will move away from incentivising specific products to high value-added activities. The focus will be on the electronics and electrical sector and strengthening the local supply chain and the ecosystem surrounding the supply chain. Effectively the intention here is to encourage multinationals and their suppliers to be given tax deductions for growing the local suppliers. On this front, the educational institutions developing new courses in the digital area will also be given special tax deductions.

Beyond tax

The prime minister has to be commended for attacking red tape, wastage of government resources, corruption, cartel dominations and smuggling through the allocation of funds to Customs, Ministry of Domestic Trade and Industry, Malaysian Anti-Corruption Commission and Malaysia Competition Commission.

Overall, the Budget will help spur economic activity, deal with income inequality, attract FDI, and reduce leakages and corruption. Ultimately, Budget 2025’s test of success lies in the execution of the measures which requires the cooperation of the rakyat, the civil service, and the government.

PETALING JAYA: The Malaysian government has affirmed its commitment to enhancing the domestic business ecosystem in 2025 through strategic investments and tax reforms that drive economic growth and competitiveness.

Prime Minister Datuk Seri Anwar Ibrahim said Malaysia aims to remain competitive as a destination for multinational enterprises by offering streamlined investment procedures through the Malaysian Investment Development Authority and specific tax breaks for industries that align with environmental, social, governance principles.

Budget 2025 shows the government has taken various initiatives to encourage foreign direct investment.

The government, through Budget 2025, will introduce a more structured approach to attracting foreign investments by focusing on high-value sectors and enhancing tax incentives.

Special focus is given to strategic industries such as semiconductors, renewable energy and advanced manufacturing.

The government has outlined ambitious goals to develop Malaysia’s potential in these industries, with targeted funding and tax incentives. For example, Khazanah Nasional has further committed RM1 billion to support the semiconductor industry, helping local businesses benefit from the growing global demand.

One key initiative announced in the Budget is the introduction of a New Investment Incentive Framework that focuses on high-value activities, particularly in the electrical and electronics (E&E) sector. This aims to attract investments that create high-paying jobs and generate value-added products, boosting local industry capabilities.

The National Energy Transition Roadmap heavily supports green energy industries, particularly those engaged in solar, hydrogen, and carbon capture technologies.

Budget 2025 introduced incentives, including tax exemptions, for companies involved in carbon capture, utilization, and storage projects. This helps businesses move toward sustainability and opens new market opportunities in environmental tech.

The Budget also introduced export incentives for high-value activities in sectors such as E&E, including integrated circuit design and advanced materials production. These incentives aim to strengthen Malaysia’s role in the global supply chain and promote local businesses in international markets.

Touching on tax, Budget 2025 seeks to expand the tax base by improving tax collection mechanisms. This includes introducing progressive tax measures such as the 2% dividend tax on dividend incomes above RM100,000 and revising the Sales and Service Tax to focus more on luxury goods and services without burdening the general population.

Subsidies, particularly fuel and electricity, will be increasingly targeted, ensuring that the wealthiest and foreign users no longer benefit unfairly.

This shift in subsidy management is expected to generate savings that can be reinvested into public welfare and infrastructure projects, indirectly benefiting businesses and small and medium enterprises.

SMEs, which form the backbone of Malaysia’s economy, have been given special attention.

The government will provide financial assistance through the New Industrial Master Plan and strategic funds, such as the Strategic Co-Investment Fund and the National Industry Development Fund. These funds are expected to spur the growth of SMEs by providing capital for innovation and expansion, particularly in key sectors like technology, renewable energy, and advanced manufacturing.

Moreover, partnerships with multinational enterprises will allow local suppliers to benefit from tax incentives when they integrate into global supply chains.

For domestic businesses, Budget 2025 encourages more government and private sector collaboration through Pelan Induk Kerjasama Awam-Swasta. This plan will attract RM78 billion in private investments and create 900,000 job opportunities by 2030.

Key projects include healthcare infrastructure such as Hospital Sultanah Aminah 2 and major transport projects, allowing businesses to bid for contracts in these sectors.

Under the digital transformation agenda, the government has emphasised the importance of digitalisation for businesses, with the introduction of MyDigital ID, a centralised platform to streamline business processes and reduce bureaucracy.

Businesses are encouraged to adopt digital solutions for better efficiency, and the government will continue supporting industries moving toward digitalisation through incentives and training programs.

The government is keen to promote innovation, especially in emerging sectors such as artificial intelligence (AI), robotics, the Internet of Things, fintech and sustainable technologies.

Special tax deductions are introduced for institutions offering specialised courses in these areas to ensure the availability of a skilled workforce, which will support the long-term growth of these industries.

Companies investing in research and development will benefit from expanded tax deductions and grants to encourage innovation, which is vital for businesses in sectors like technology, healthcare, and energy to stay competitive globally.

In summary, Budget 2025 provides a comprehensive framework to stimulate the business environment, encourage SME growth, and enhance Malaysia’s industrial competitiveness while managing fiscal challenges through targeted subsidies and tax reforms.

Malaysia set to steer Asean towards economic prosperity, regional integration

KUALA LUMPUR: Malaysia is well-positioned to advance Asean's economic prosperity and regional integration by leveraging its resources and digital infrastructure, bolstered by a stable government and effective policies, said the Ministry of Finance (MoF).

In its Economic Outlook 2025 report, the MoF said the country will foster greater collaboration among Asean members to harmonise policies, standardise regulations and improve cross-border trade, ultimately creating a stronger Asean.

Malaysia can contribute to a more resilient, inclusive and prosperous Asean by addressing challenges and capitalising on opportunities.

“Leveraging Malaysia's chairmanship of Asean in 2025, the government will focus on strengthening regional collaboration in areas such as electrical and electronic (E&E), artificial intelligence (AI), medical tourism as well as environmental, social and governance (ESG) initiatives.

“Malaysia will introduce the Asean Community Concept 2045 to enhance cooperation among member states, rally Asean solidarity, bridge divergences and promote greater harmony, ultimately promising economic prosperity for the region.

“Furthermore, the upcoming chairmanship reflects Malaysia's journey towards realising the Madani Economy aspirations of becoming a leading Asian economy,” it said.

The E&E industry in Malaysia serves as one of the major contributors to the nation’s gross domestic product (GDP), investment and employment – with its strategic location and comprehensive infrastructure, Malaysia offers access to a global market of over four billion people through various free trade agreements.

At present, Malaysia accounts for 13% of the global semiconductor testing and packaging market and ranks as the world's sixth-largest exporter of semiconductors, constituting 60% of the country's total E&E exports.

Under the 12th Malaysia Plan 2021-2025, the government has set a target for the E&E industry to contribute RM120 billion to the nation's GDP by 2025.

On the government's AI efforts, it said driven by increasing interest from major global technology players, Malaysia is gaining momentum to emerge as the next Al hub in the region.

Microsoft has pledged to invest US$2.2 billion (RM9.5 billion) over four years to accelerate Malaysia's digital transformation, including building cloud and AI infrastructure, creating Al skilling opportunities for 200,000 people and establishing an Al Centre of Excellence.

Oracle has also expressed interest in investing US$6.5 billion to establish a public cloud region in Malaysia.

Asean demonstrated solid foreign direct investment (FDI) inflows, valued at US$165.1 billion during the pre-Covid-19 period, of which Malaysia received investments worth US$7.8 billion.
