Calls grow from Fed officials to ‘skip’ a rate increase

WASHINGTON: Two senior Federal Reserve (Fed) officials indicated on Wednesday (May 31) that they may support skipping an interest-rate increase in June to give the Fed more time to assess the health of the US economy.

The US central bank has raised interest rates 10 times since it began an aggressive campaign last year to bring inflation back down to its long-run target of two percent.

“Skipping a rate hike at a coming meeting would allow the Committee to see more data before making decisions about the extent of additional policy firming,” Fed governor Philip Jefferson told a conference here in prepared remarks.

He added that “a decision to hold our policy rate constant at a coming meeting should not be interpreted to mean that we have reached the peak rate for this cycle”.

Jefferson, who President Joe Biden recently nominated for the vacant number two spot at the US central bank, is one of only 11 Fed members with a vote on the powerful Federal Open Market Committee (FOMC).

“Fed vice-chair designate Jefferson has delivered what we view as an authoritative signal that the Fed leadership is not intending to raise rates in June” despite high inflation and job vacancy data, Evercore ISI researchers wrote in a note to clients on Wednesday.

While there has been broad agreement over previous rate hikes, Fed officials have been publicly divided on the best path forward at the next FOMC meeting on June 13-14.

Some voting members have backed another hike, while others are coming out in support of holding rates where they are.

Shortly after Jefferson’s speech had concluded, another voting FOMC member said he believed the Fed shouldn't be rushing into another rate hike in June.

“I am in the camp increasingly coming into this meeting thinking that we really should skip not pause – I don’t like the word ‘pause’ – but skip an increase,” Philadelphia Fed president Patrick Harker told a conference in the city.

“I’m not saying that we’re not going to continue to tighten – let me be very clear on this – but I think we can take a bit of a skip for a meeting,” he added.

Recent data suggests the US economy has begun to slow, although inflation remains elevated.

On Wednesday, the Fed’s regular report on economic conditions known as the Beige Book, found that the strong US labour market has cooled somewhat over the last couple of months, making it easier for employers to snap up workers in areas like finance and construction.

Jefferson and Harker’s comments appear to have shaken traders’ assumptions about what the Fed will do next.

With just two weeks before the next rate decision is announced, futures traders now assign a greater-than 60% chance that the Fed will hold interest rates on June 14, according to data from CME Group.

This marks a sharp reversal from earlier in the day, when traders were assigning a greater-than 60 percent chance of the Fed following through with another rate hike. – AFP

Shares of US banks sink on concerns about office real estate loans

NEW YORK: Shares of large and mid-sized US banks sharply underperformed the broader market on Wednesday (May 31) with the S&P 500 Banks Index closing down 2% while the benchmark S&P 500 Index fell 0.6% with worries about commercial real estate loans in focus among bank investors.

Investors worried about potential losses among banks from office real estate loans after comments from executives, including Wells Fargo & Co CEO Charlie Scharf and Blackstone president Jonathan Gray at a Sanford C Bernstein investor conference.

Scharf said on Wednesday there will be losses in the office loan sector and that the bank was proactively managing its portfolio while he looked to reassure investors that it is not “overly concentrated” in that area.

Gray talked about “unprecedented weakness” in older office buildings while noting that this segment currently makes up less than 2% of company’s equity portfolio in real estate.

“Vacancy is 20-plus percent, rents are declining, companies now are obviously thinking about their space needs in light of remote work and the economic climate that’s ahead. Lenders are reluctant to have exposure to office buildings. Buyers are reluctant. Valuations are going down,” Gray said, according to a transcript from the Bernstein conference.

But Gray still estimated that “office buildings are about 3% of the US banking system” so the size of losses, “relative to what happened in the housing market 15 years ago is dramatically different”.

Rick Meckler, partner at Cherry Lane Investments, a family investment office in New Vernon, New Jersey, said “continued concern over loans made to the office market” hurt bank stocks broadly on Wednesday, citing the Wells Fargo comments.

“The implication is that there are those that will suffer even if Wells Fargo is diversified enough,” Meckler said.

Wells Fargo ended the session down 2.9% while Morgan Stanley dropped 2% and Bank of America fell 1.7%. Goldman Sachs and JPMorgan Chase & Co lost 1.3% and Citigroup shares closed down 0.9%. Blackstone shares ended down 0.9%.

Regional lenders came under more pressure with KeyCorp falling 5.9%, as the biggest decliner in the S&P bank index, followed by Zions’ 5.6% drop and Citizens Financial’s 5% decline.

Also on Wednesday, the Federal Deposit Insurance Corporation said US banks' total deposits declined by a record 2.5% in the first quarter.

Hurting the broader market as well as bank stocks were jitters ahead of a lawmakers vote on a deal to raise the US debt ceiling and unexpectedly strong labour market data that reinforced bets for more Federal Reserve interest rate hikes. – Reuters

Oil settles lower on weak China data, stronger US dollar

NEW YORK: Oil prices settled lower on Wednesday (May 31), pressured by a stronger US dollar and weak data from top oil importer China that fed demand fears.

Brent crude futures for August delivery settled down US$1.11 to US$72.60 (RM335.59) a barrel. US West Texas Intermediate crude (WTI) settled down US$1.37, or 2%, to US$68.09 (RM314.74).

At their session lows, both benchmarks were down more than US$2 to multi-week lows. On Tuesday, both fell more than 4%.

Oil prices tumbled after Chinese data showed manufacturing activity contracted faster than expected in May, as weakening demand cut the official manufacturing purchasing managers' index (PMI) down to 48.8 from 49.2 in April, lagging a forecast of 49.4.

The dollar index, which measures the US unit against six major peers, saw support from cooling European inflation and progress on a bipartisan US debt ceiling bill, which will advance to the House of Representatives for debate.

House passage would send the bill to the Senate, where debate could stretch to the weekend, as a June 5 deadline loomed.

A stronger dollar makes oil more expensive for buyers holding other currencies.

US data showed job openings unexpectedly rose in April, pointing to persistent strength in the labor market that could push the Federal Reserve to raise interest rates in June.

“We have weaker-than-expected Chinese data, the debt limit situation, two years of flat spending, and likely another rate hike next month weighing on markets,” said Bob Yawger, director of energy futures at Mizuho.

Traders will watch the upcoming June 4 meeting of Opec+ – the Organization of the Petroleum Exporting Countries and allies including Russia. Mixed signals by major producers on further production cuts have sparked volatility in oil prices, yet banks HSBC and Goldman Sachs and analysts do not expect Opec+ to announce further cuts at this meeting.

HSBC said stronger oil demand from China and the West from the summer onwards will trigger a supply deficit in the second half.

“The most likely action is inaction,” said PVM oil market analyst Stephen Brennock, regarding the Opec+ decision.

In the US, field production of crude oil rose in March to 12.696 million barrels per day, the highest since March 2020, when the coronavirus pandemic began to decimate global energy demand, Energy Information Administration data showed.

US crude oil and petrol stockpiles were seen falling last week, while distillate inventories likely increased, a preliminary Reuters poll showed on Tuesday.

The poll was conducted ahead of reports from the American Petroleum Institute, an industry group, due later on Wednesday. – Reuters
