Republicans, White House see progress in US debt ceiling talks

WASHINGTON: Negotiators for Democratic President Joe Biden and top congressional Republican Kevin McCarthy held what both sides called productive talks on Wednesday (May 24) to try to reach a deal to raise the United States’ US$31.4 trillion (RM144 trillion) debt ceiling and avoid a catastrophic default.

After a four-hour White House meeting, US House Speaker McCarthy said negotiations had improved and would continue in the evening. He predicted the two sides would reach an agreement, though several issues remain unresolved.

“We’ve made some progress working down there. So that’s very positive,” McCarthy told reporters. “I want to make sure we get the right agreement. I can see that we’re working towards that.”

White House spokesperson Karine Jean-Pierre said talks remain fruitful.

“If it keeps going in good faith, we can get to an agreement here,” she said at a briefing while discussions were taking place.

But the White House and congressional Democrats also accused Republicans of taking the economy hostage to advance an agenda they could otherwise not pass. They said Republicans need to make more concessions as they will need Democratic votes to pass any deal.

“Just listen to members of The House Freedom Caucus ... now openly referring to the full faith and credit of the United States as a hostage,“” Jean-Pierre, the White House spokesperson, said.

Rating agencies have taken note of the impasse with McCarthy insisting on spending cuts while Biden wants to hold spending steady.

Fitch put the United States’ “AAA” ratings on negative watch on Wednesday. The agency said it believes “risks have risen” that the debt ceiling will not be raised before the so-called X-date, when the Treasury runs out of money, adding that “increased political partisanship ... is hindering reaching a resolution”.

Moody’s, another rating agency, might change its assessment of US debt if lawmakers indicate a default is expected. Moody’s currently has a top-notch “AAA” rating for US debt, while rival rating agency S&P Global lowered its rating following a 2011 debt-ceiling showdown. A lower rating could push up borrowing costs.

Time is running short, as the Treasury Department has warned the federal government could be unable to pay all its bills by as soon as June 1 – just eight days away – and it will take several days to pass legislation through the narrowly divided Congress.

House Republican leaders said they would adjourn on Thursday for a week-long Memorial Day holiday recess scheduled but would call lawmakers back if needed for any votes, Punchbowl News reported.

McCarthy has insisted that any deal must not raise taxes and must cut discretionary spending, not hold it steady as Biden has proposed.

Any deal that Biden and McCarthy reach will have a narrow path for passage through the divided Congress, where McCarthy’s Republicans hold a 222-213 House majority and Biden's Democrats control the Senate by a 51-49 margin.

The lack of progress has heightened concerns that Congress could inadvertently trigger a crisis by failing to act in time.

“We’re certainly getting to a place that’s too close for comfort,” said Shai Akabas of the Bipartisan Policy Center, a think tank.

The months-long standoff has spooked Wall Street, weighing on US stocks and pushing the nation’s cost of borrowing higher.

US stock indices fell on Wednesday on debt-ceiling concerns.

“Up until yesterday (Tuesday), investors have been very optimistic,” said Angelo Kourkafas, senior investment strategist at Edward Jones. “But now as we get closer ... we are seeing some caution again.”

Treasury Secretary Janet Yellen said on Wednesday the United States will be unable to pay all its bills by early June but said she did not know exactly what day the government will run out of resources.

That would trigger a Wall Street meltdown and push the US . economy towards recession, with the default also hitting regular Americans, economists say. Medical providers that rely on government payments could be among the first to feel the heat.

Republicans want to cut discretionary spending for the 2024 fiscal year beginning in October by roughly 8%, while Democrats have pushed to hold it steady at this year's rate.

Negotiators differ over Republicans’ proposals to impose new work requirements on benefits programs for low-income Americans and loosen energy permitting rules.

The White House has offered to limit discretionary spending for the coming two years, in line with previous bipartisan budget agreements. Republicans have offered spending caps for the coming six years.

Republicans have rejected White House proposals to set a minimum tax on corporations and billionaires and broaden the government’s ability to negotiate lower prices for prescription drugs, according to Democratic Representative Pramila Jayapal, who leads the 101-member Congressional Progressive Caucus.

Congress regularly needs to raise the nation’s self-imposed debt limit to cover the cost of spending and tax cuts it has already approved.

Each party faces opposition to the talks from within, with hardline Republicans insisting on the sharp spending cuts they passed in a House bill last month and progressive Democrats opposed to spending cuts or new work requirements.

Biden spent months saying he would not negotiate on raising the debt limit only to reverse course and begin talks with McCarthy in the last few weeks. – Reuters

Meta slashes business teams in final round of layoffs

NEW YORK: Meta Platforms Inc, owner of Facebook, slashed jobs across its business and operations units on Wednesday (May 24) as it carried out its last batch of a three-part round of layoffs, part of a plan announced in March to eliminate 10,000 roles.

Dozens of employees working in teams such as marketing, site security, enterprise engineering, program management, content strategy and corporate communications took to LinkedIn to announce that they were laid off.

The social media giant also cut employees from its units focused on privacy and integrity, according to the LinkedIn posts.

Meta earlier this year became the first Big Tech company to announce a second round of mass layoffs, after showing more than 11,000 employees the door in the fall. The cuts brought the company's headcount down to where it stood as of about mid-2021, following a hiring spree that doubled its workforce since 2020.

The company's shares closed marginally up in a broadly weaker market. They have more than doubled in value this year and are among the top performers in the S&P 500 index, thanks to the cost-cutting drive and Meta’s focus on artificial intelligence.

Meta chief executive Mark Zuckerberg in March said the bulk of the layoffs in the company’s second round would take place in three “moments” over several months, largely finishing in May. Some smaller rounds could continue after that, he said.

Overall the cuts have hit non-engineering roles most heavily, reinforcing the primacy of those who write the code at Meta. Zuckerberg has pledged to restructure business teams “substantially” and return to a “more optimal ratio of engineers to other roles”.

Even among cuts aimed specifically at technology teams, the company has eliminated non-engineering roles like content design and user experience research most severely, according to executives speaking at a company town hall after the last round of layoffs in April.

About 4,000 employees lost their jobs in April, Zuckerberg said during the town hall, following a smaller hit to recruiting teams in March.

The social media company said on Wednesday that the latest cuts were likely to impact around 490 employees at its international headquarters in Dublin, or almost 20% of its Irish workforce.

Two top executives in key market India – director of marketing Avinash Pant and Saket Jha Saurabh, director and head of media partnerships – were also let go, according to two people with direct knowledge of the matter.

The two executives did not immediately respond to requests for comment.

Meta’s layoffs followed months of waning revenue growth amid high inflation and a digital ad pullback from the pandemic e-commerce boom.

The company also has been pouring billions of dollars into its metaverse-oriented Reality Labs unit, which lost US$13.7 billion in 2022, and a project to whip its infrastructure into shape to support artificial intelligence work. – Reuters

Ringgit opens lower against the US dollar

KUALA LUMPUR: The ringgit opened lower against the US dollar as the greenback stayed firm, driven by a jump in US Treasury yield amid uncertainties surrounding the United States (US) debt ceiling talks, said an analyst.

At 9 am, the local note stood at 4.5790/5820 versus the greenback from Tuesday’s closing rate of 4.5700/5750.

Bank Muamalat Malaysia Bhd chief economist and social finance head Dr Mohd Afzanizam Abdul Rashid said the US government debt ceiling negotiations continued to take the limelight as the politicians have yet to come to an agreement on raising the debt limit, failing which could result in a default in debt obligation.

“At 129 per cent of gross domestic product, the US government debt is sizeable and therefore any default could reverberate across the global markets.

“Despite that, the US dollar is still deemed as the safe haven currency and in times of uncertainties, market players would be inclined to seek protection by holding more dollars,” he told Bernama.

He also noted that the US Dollar Index (DXY) has remained at an elevated level of 103.488 points.

As such, the ringgit is likely to remain weak, currently at 4.5725 against the US dollar with immediate resistant level located at 4.6257, he added.

Meanwhile, the ringgit was traded lower against a basket of major currencies.

It weakened vis-a-vis the British pound to 5.6894/6931 from 5.6577/6639 on Tuesday, depreciated against the euro to 4.9325/9357 from 4.9251/9305 and was lower against the Japanese yen at 3.3059/3083 from 3.3006/3044 yesterday.

The local note was also traded lower against other Asean currencies.

It eased versus the Indonesian rupiah at 307.7/308.1 from 307.1/307.7 on Tuesday’s close and fell to 3.3994/4021 from 3.3920/3962 against the Singapore dollar yesterday.

The ringgit was marginally lower against the Philippine pesos to 8.21/8.22 against 8.20/8.21 from Tuesday’s close and decreased vis-a-vis the Thai baht to 13.2341/2481 from 13.1712/1920 previously. -Bernama
